Maybe the pump is calibrated badly. I'm sure the owner wouldn't object to you paying for 14.3 gallons when you've really only got 13.2!

Or maybe the 13.2 is supposed to be 'usable' fuel. Sometimes if you're heading uphill (or downhill, depending on the tank design) you can't use all the fuel, and they quote a 'safe' figure?

Or maybe they're referring to Imperial gallons instead of the wimpy little US gallons. (US gallon ~ 3.8 litres, rest of the world gallon ~ 4.5 litres)?
